Projet de « Planification et Financement de l’Adaption aux changements Climatiques au Niger » PFAN : Les experts et décideurs des régions de Niamey et Tillabéry renforcés sur les questions de changement climatique en lien avec les ressources en eau
Le Secrétaire Général de la Région de Tillabéry a procédé au lancement officiel de l’atelier de formation des experts et décideurs des régions de Niamey et de Tillabéry sur la variabilité climatique actuelle et les projections futures, le marché de l’eau et les orientations sur une utilisation climato-intelligente des ressources en eau, le jeudi 08 juin 2023 dans la salle de réunion de l’Hôtel Girafe de Tillabéry. Cette activité a été organisée par le projet « Planification et Financement de l’Adaption aux changements Climatiques au Niger » PFAN financé par le Fonds pour l’Environnement Mondial (FEM) à travers le Programme des Nations Unies pour le Développement (PNUD). L’objectif de cet atelier de trois jours est le renforcement des capacités des décideurs et experts sur les questions des Changements climatiques en lien avec les ressources en eau dans le contexte nigérien.
Cette rencontre a vu la participation de plusieurs acteurs représentant du Conseil National pour l’Environnement et le Développement Durable (CNEDD) ; des autorités administratives ; des ministères sectoriels notamment ceux de l’Hydraulique et de l’Assainissement ; de l’Agriculture ; de l’Elevage ; de l’Environnement et de la Lutte Contre la Désertification, de la Promotion de la femme et de la protection de l’enfant, des collectivités territoriales et des faitières, notamment AMN et ARENI, des institutions de formation et de recherche ; de l’Agence Nationale de Financement des Collectivités Territoriales (ANFICT) ; du Centre Régional Agrhymet (CRA) de Niamey; des organisations de la société civile intervenant dans le secteur rural et des médias.
A cette occasion, Monsieur Mounkaila Assaguid, Maire-Adjoint de la Commune Urbaine de Tillabéry a souhaité la chaleureuse bienvenue aux participants à l’atelier avant d’exprimer ses sentiments de reconnaissance et de gratitude sur le choix porté sur sa commune pour la tenue de cet atelier.
Dans son discours d’ouverture le Secrétaire Général du Gouvernorat de Tillabéry Monsieur Mahamane Salissou Jariri a fait un bref rappel sur les impacts constatés du Changement Climatique sur les ressources en Eau au Niger. Il s’agit entre autres d’« une poursuite de la baisse des écoulements du fleuve à Niamey, une baisse du niveau des lacs et des mares et d’autres plans d’eau, une élévation de la température de l’eau qui entraineraient une baisse de la qualité des eaux de surface, une augmentation de l’ampleur et la fréquences des inondations et un renforcement de l’évaporation du fait de la hausse de la température », a-t-il expliqué. Poursuivant son allocution, il a également rappelé que la lutte contre le changement climatique figure parmi les priorités des autorités de la 7ème République. Il a terminé ses propos en souhaitant plein succès aux travaux et en réitérant ses remerciements à l’ensemble des acteurs et parties prenantes du secteur ainsi que les partenaires techniques et financiers pour leurs multiples implications.
Du 08 au 10 juin 2023, les experts et les décideurs seront outillés sur les questions du changement climatique en lien avec les ressources en eau à travers trois modules. Il s’agit respectivement des modules sur le marché de l’eau, sur les orientations sur une utilisation climato-intelligente des ressources en eau et enfin sur la variabilité climatique actuelle et les projections futures.
Pour rappel, le projet PFAN a pour objectif d’aider les populations vulnérables ainsi que les autorités nationales et locales à renforcer leur résilience aux risques et à la vulnérabilité climatique, en mettant un accent particulier sur la planification et la mise en œuvre de mesures d’adaptation au changement climatique dans le secteur de l’eau.
